Where was the Captain of the Guard?

I've had a coupe of people asking me what the Captain of the Royal Guard was doing during the events of page 115 ( MLP: FiM - Without Magic Page 115 by TheBadFaerie) and why they had allowed that to happen.

At the time, the Captain of the Royal Guard was dealing with an extended period of social unrest in Canterlot caused by the arrival of the first of several waves of Griffin refugees from the ongoing territorial dispute with a rogue faction of Pegasus who wanted to colonize several mountainous areas that were being farmed by Griffins attempting to escape the slow decay of Griffinstone.

The Captain had handed over daily running of the guard to his subordinates. Most of who, were political appointees put in place by the high born Pegasus family. They paid little attention to corruption in the ranks unless it directly benefited them.

At the exact moment that the events of page 115 were occurring the Captain of the Guard was attempting to calm an angry crowd who were demanding that he demolish a Griffin shanty town that had built up on the rooftops of several large buildings. He was also attempting to dispel rumors that the griffin were snatching family pets out of their owners yards for food.

If Shinning Armor was captain here, it probably wouldn't be pretty. But this was YEARS before the girls and siblings were even born. Heck their parents might be their show age here. Or younger.
